He noted that existing capacity already exceeds waste needs but acknowledged that user behavior—like not using bin lids—contributes to the litter problem. Councillor Herrett ruled out introducing beach charges, emphasizing that public access to the beach should remain unrestricted, despite rising concerns over antisocial behavior and littering in popular spots.
