An inspection of HMP Portland revealed ongoing issues with drugs and self-harm, with some problems persisting from previous reports. HM Inspectorate of Prisons highlighted nine key issues, five of which are priorities. Drug use is significant, with nearly a third of inmates under the influence of illicit substances, and self-harm rates are rising. There were concerns about the release of high-risk prisoners without secure accommodation and gaps in clinical leadership and safeguarding. Despite these challenges, including the prison’s remote location and ageing infrastructure, staff commitment and improvements in leadership were acknowledged. The Prison Service is taking urgent action to address these concerns.
